Tattoo Tattooing
can you remove a tattoo by tattooing over it with no ink?

will the ink come up with the scab?

No.
You have two reliable options in getting rid of a tattoo:
1. Get the tattoo covered up with another tattoo by an artist with experience doing cover ups. The tattoo will have to be darker than the current one, and generally larger than the original piece.
2. Laser treatment. This is a long, expensive, painful process that’s going to leave a scar roughly the same size as the tattoo.
